The member has this plate in their collection. I would suspect if they have not answered, then they are not interested in selling.
At this time there are no sell orders, and I see you have added your own buy order. Now you just have to wait for a seller to come along.
Some plates just do not come available often, I recall waiting 3 years to find one plate I was interested in.
